Initially, the community ran the game with turbo capped at 20Hz, starting in January 2022. Community members felt that the 20Hz cap was excessive and the topic was revisited. The community managers held an interest poll and sanctioned a discussion about the turbo rules over the course of multiple months, where qualitative and quantitative data and concepts were discussed in order to come to a decision on what the cap should be.
The decision to cap turbo at 12Hz was based on a few areas where turbo runners had a distinct advantage, such as:

On July 8, 2022, an interest poll was opened to gauge the community's feelings about various turbo settings. The poll asked participants how happy they would be with each turbo speed (12/15/20 Hz) on a scale of 1 to 5, 1 being very unhappy and 5 being very happy. The poll was closed on July 15, 2022. Below are the results of that vote.
On August 1, 2022, a ranked choice vote was opened to determine what the turbo cap would be: 15Hz with restrictions on missile weaving and turbo Omega Stream, 12Hz with no restrictions, and 12Hz with restrictions. The vote was closed on August 5, 2022. Below are the results of that vote.
Verified turbo runs are occasionally audited to ensure there are no violations of the leaderboard cap or the trick restrictions. This usually occurs every six months, but can occur either more or less frequently due to the auditor's schedule and whether or not the rules are actively being discussed.
